BUDGET 2023: New spending plan backs Hong Kong’s recovery
Chief Executive John Lee said the budget measures will restore Hong Kong’s position as an investment hub.
The 2023/24 budget is expected to keep Hong Kong on track of its recovery, Chief Executive John Lee said.
“This Budget reflects the vision of my team and mine for Hong Kong as we embark on a new chapter of development and progress together, and takes forward the initiatives set out in my Policy Address last year,” Lee said.
He noted the spending plan balances the need for timely relief for individuals and businesses amidst economic headwinds.

He also expressed confidence over Financial Secretary Paul Chan’s proposals, aligned with his policy address, to restore and consolidate Hong Kong’s position as a leading destination for investment, enterprises, talent, and tourism.
