CE Lee unveils reverse quarantine plan for Mainland-HK travel

The plan allows HK citizens to fulfil Mainland’s quarantine requirements in the city. 

Chief Executive John Lee has proposed a quarantine plan that will allow locals travelling to the Mainland to fulfil the latter's quarantine requirements in Hong Kong.

Under Lee’s “reverse” plan, travellers will be undergoing quarantine in Hong Kong before travelling to the Mainland, by way of Shenzhen, in a closed loop.
 
Currently, locals entering the Mainland are subject to the 7+3 arrangement, or seven days quarantine plus three days of self-monitoring at home.

“The main purpose is to, first of all, alleviate the burden of (quarantine) hotels in the Mainland and make use of the (quarantine) facilities in Hong Kong so that there will be more opportunities of allowing quarantine facilities for the wishful travellers,” Lee said.

“The second goal of this proposal is to ensure that we will have a system to allow a regular flow of people from Hong Kong into Shenzhen (after) fulfilling the “7+3” quarantine requirement,” he added.
 
Lee said his plan is backed by his counterparts in the Mainland and that a task force will soon be set up between HK and Shenzhen to hammer out the implementation details.
