Audit Commission doubts target of 200,000 public rental units by 2023
It's because of land shortfall.
According to Barclays, the Audit Commission has cast doubt on the government’s claim to have enough land to meet its goal of providing 200,000 new public rental units in the decade to 2023.
The Audit Commission said that its studies show a shortfall of 38 hectare of land needed for public flats even if the administration were able to resolve many technical objections and necessary rezoning.

This means it would build only 179,000 flats, 21,000 fewer than the Government’s target.
This could in turn push the waiting time for public flats from three years to five years in 2020.
