Gov’t heightens estate penalties for public housing

The government has enhanced measures in the marking scheme for estate management enforcement in public housing estates.

The new measures include increased penalty points for nine types of misdeeds relating to environmental hygiene, public safety, and breach of tenancy agreements.

The government will also broaden the scope of environmental hygiene and breach of tenancy agreements misdeeds.

Penalty points for littering, disposing of refuse indiscriminately, allowing animals to foul public places with faeces, obstructing corridors or stairs that render cleaning difficult, and causing a noise nuisance, will be increased.

In addition, the warning system will no longer be applicable for damage to pipes and measures on damaged pipes and sanitary fittings.

The government can also terminate the tenancy and bar households from reapplying for public rental housing for five years should they earn 16 penalty points within two years.
