Point system for taxi offences effective 22 September

The 11 offences are categorised into three and assigned with respective points. 

The Transport Department announced that the Taxi-Driver-Offence Points (TDOP) Ordinance will come into effect on 22 September 2024.

The TDOP system covers 11 taxi driver-related offences including overcharging, willfully refusing to accept a hire and driving to a destination using a longer route. 

The 11 offences are categorised into three layers and assigned with 10, 5 and 3 points, respectively. 

The Commissioner for Transport will serve an Advice of Taxi-Driver-Offence Points to a person who incurs eight to 14 points. A Notice of Obligatory Attendance of Taxi Service Improvement Course (TSIC) will also be served to a person incurring 10 points or more, with a requirement to attend and complete the (TSIC).

All can attend a TSIC. Three points will be deducted after completing and passing its exam.

If a taxi driver fails to comply without reasonable excuse, he will be fined $5,000 and imprisoned for a month.

Any person incurring 15 points is liable to be disqualified. The disqualification period will be three months for the first and six months for each subsequent disqualification.
